Error 0x800CCC00 on Windows Live Mail

Hi. I am having issues with my Windows Live Mail. I keep getting an error 0x800CCC00 following with: ixp_e_load_sicily_failed. When I’m making a new mail and send it, it just stuck in my Outbox and there is no button for sending the message. How can I fix it? Help please.

In case you downloaded and installed the latest version of the windows live application, then you will find that the send and receive button is missing from the application's menu bar. It will not be found even when you check the customize tool bar which can be found by accessing the options menu.

The reason for this is that the send button in the new version of the windows live is called the 'sync' button, whereby syncing stands for more that just sending and receiving the messages. The sync button has several options which include the mail mode sync email account, the sync all email account option and the sync everything options, and the last two options are meant to send the emails into the outbox. Their shortcuts are F5 and Ctrl-F5 respectively.
