I just got my new Windows 7 64-bit PC with pre-loaded iTunes. But when trying to connect my iTouch Generation 2 to iTunes, it won’ work. And today, I just got an “Error 0xE8000065 cannot recognize the iPhone”. And this also occurs when connecting my iPad 2. This is working on my previous Windows XP OS. Please help.

I have found multiple solutions for the problem that you are encountering try to follow the steps that I will give you

1. Try downloading and installing a new version of itunes and please make sure that you choose the selection for 64-bit windows and not  the 1st one

2. Make sure you have Good charge on battery on your itouch and try restarting your itouch

3. Try other ports of your computer it might work

4. Try changing your usb connector between your itouch and your computer.

5. Try restarting the computer when the error occurs or try reinstalling the itunes

Hi.

You need to restart your iPhone and make sure that download and install latest iTunes. Latest iTunes are found on this link. Download and install all latest updates from Microsoft and connect your iPhone directly to your PC. When connected over a USB hub it has errors connecting. You should also turn off Windows Firewall.
