IEEE computer society CSDL has launched a Digital Library Mobile App, which provides access to a huge number of computer articles. My question is, is this application only usable for the iPad users?

It’s nice to hear that you are interested in the Digital Library Mobile App from CSDL. In lieu of your question if its only usable for iPad Users, I am sorry to say that it is only compatible with the iPAD as of this writing.
There’s no documentation about it being available to iPhone users, and I researched by downloading the APP to my iPAD and Iphone but only the iPAD was able to run it. The screen design made for the app is not compatible with other gadgets like iPHONE & iTouch.
The good news about it though is that even if you are using OS 3.2 on your iPAD, it is still going to work.

Nope, the app is available for both Android and iOS devices. For iOS users, you can download the app from ACM Digital Library on iTunes. It requires iOS 6.0 and higher and supports iPhone, iPad, and iPod touch. ACM or the Association for Computing Machinery is the world’s biggest educational and scientific computing society.
This app is the most comprehensive collection of bibliographic records and full-text articles that exists today. It covers the fields of information and computing technology. The full-text database is composed of complete collection of ACM’s publications such as magazines, newsletters, journals, conference proceedings, and multimedia titles. It is also integrated with and includes unlimited access to the Guide to Computing Literature bibliography.
For Android users, go to ACM Digital Library on Google Play to download. Compatibility varies depending on device.
