Computer Not Working Just Reboot?

Every time I call in for help on my system when it is not working. They always tell me to reboot my computer. Why are they always saying that as the first step to checking out what is wrong? Can the computer be fixed if I just reboot it myself?

 Hi, Tyrone E Louis Your OS is already damaged cause of it is malware if you will not re-install a new OS it will just keep coming back. The best way right now is just to install a new OS. After that install antivirus to clean your other drive. In that way everything will be fixed.
