Is a cheap windows dedicated server possible on cloud environment? I was looking for options for a dedicated server under $40 and thought about cloud.

But as i was researching, I came to understand that if you are opting for dedicated server, then you must know almost everything there is to know about managing the server, because dedicated server for such low price provide very less or no support. Instead you can get more resources if you opt for VPS-Virtual Private Server.
