Hello,

This problem may cause for many reasons.

  • User don't have the permission to the file.
  • The file is on a location where it is not accessible.
  • File has been moved or removed.
  • Files is corrupted.
  • It may be blocked by your antivirus.

Make sure you have permission to open the file. To check this,

1. Right-click the folder or file and then properties.

2. Click security tab, then under group or username click your name to see the permission you have.

3. Click Edit, then check the boxes according to the screen shot.

If you can't check the file that means you don't have to permission to open the file either because of a virus or PC issue. Use Malwarebytes anti-malware to scan your pc for viruses. There is no exact solution for this problem.

First, check of you have the accurate permissions for the file or folder. Look first for the folder where you're getting that error. Right click on it and select Properties. Go to the Security tab. Your name should be under Group or User names, click on Edit to change the permissions. To know more way to resolve this issue visit this Techyv post.
