Yes you can control your windows 8 pc from mobile. And it's easier than ever. Windows 8 controller is an app which is available at windows store, Playstore and coming soon at IOS. This app lets you to do regular computer management works. Here's how it is done –

1. First download it from windows store or Playstore (only applicable for this two).

2. Now install it.

Now after you installed it, you can see it is incredibly easy. Only two buttons are there Options and Help.

3. In option menu you get a good deal of settings.

4. Press start and then Auto connect. Now it will automatically connected your phone and PC.
