I think there is a small BUG in my LR 4. When I mouse over the histogram in develop module, the pop up shown are Email labels such as 'mark as read', 'reply', 'delete'…. Anyone else have this experience. Is that a bug?
Or is that my system?

I really can not say if it’s a bug or not since I haven’t used this application yet. To be sure that your program is from a legit source, you should download its installer directly from Adobe’s web site and not from any other web sites that also offers this application. Or, if you downloaded this application from any illegal sites or if it comes with a serial to register it, then maybe someone may already have tampered and edited some of its contents, features, functionality, and others.
If you think that your application is not working right, try reinstalling it. Uninstall Adobe Photoshop Lightroom 4 then check your computer for any possible errors. Use a disk utility application to check the system. Install Adobe Photoshop Lightroom 4 after the disk check and see if this helps. You may also try downloading its installer again from Adobe’s web site.
