If you are using a wireless broadband modem like a 3G or 4G USB modem stick, I don’t think it is necessary to manually create a dial-up connection because the modem software will automatically create it for you upon connection. When connecting your computer to the internet using the wireless broadband stick, don’t use the dial-up connection in the Start menu.

Use the modem dashboard to establish connection. The modem dashboard will be the one that will access the dial-up connection and then establish a connection. See image.

You can also get this error when the modem dashboard is already connected and you start a new dial-up connection in the Start menu. If you do this, you will get this error because the device is already in use by another application that’s why you cannot start a new connection. If you want to start a new connection using the dial-up connection, disconnect the modem dashboard and close the application.

Once the dashboard is exited, you can now use the dial-up connection and begin a new connection this time without using the dashboard.
