I am always enchanted for launching my own movie maker program windows xp.I am looking for somebody who can guide me about the best platform to develop such programs easily.I am an entry level developer and not an expert.

Depends on what you mean by "platform". If you want to know what's best programming language for that, then answer would be C++ or perhaps Java because those two programming languages have powerful libs which will provide easy solution for making your app. But if you are planning to change operating system (as platform) then the answer is Mac OS since it's most powerful operating system today.
