YouTube videos when forwarded do they download bytes?

While i watch a 1 hour video i am at 35 minutes and if i scroll/forward to 50 minutes thats 15 minutes fast forward will i be billed for the download of those 15 minutes?

Seems simple but i need a proven explanation to it with some proof.

Literally yes, why? Because you watch the video and even if you forwarded it for 15 minutes you will still be billed. You're not paying for the minutes you watch but you pay for the whole video that you watch in YouTube. So it is better to watch the whole video rather than to forward it because you still pay the same it because you pay the same.

Actually it depends upon your internet connection speed. The YouTube videos start downloading as soon as you click on the link. If the speed is fast, then the entire YouTube video would get downloaded in few minutes. After the entire video is downloaded, then it does not save any bytes whether it is forwarded. Moreover at times, on forwarding, you may lose the entire downloaded video.

The download then starts from the instant you have forwarded. This means the same video is getting downloaded twice. In the first case the entire video has been downloaded and in the second case, the video after the instant. While this is not true in case you are rewinding.

You can check the gray bar on the YouTube taskbar to see how much video has been downloaded.

You can use software like networx to check on your usage bytes.
