Hi there Susan T Langley,

I'm sorry to hear about your troubles, but hopefully, they will be easy to fix.

This error occurs when the program is either running or you don't have sufficient permissions to change it.

Open your task manager and peek into the processes tab. If there are any processes connected to the software you are trying to change, shut them down and try again. Simple restart of your PC can also help as all the connections and hanging process will be killed that way.

If even after the restart you can't make changes, try to do them using the Administrator account. Relog to your system with the Administrator account and try again, that should work.

Best regards,
Drake Vivian
