USB keyboard does not active when the Windows XP is booting.
Whereas, serial port keyboard does activate ever with windows while the windows is booting or the windows is shutting down.
Even F1 or F2 options can not be selected by USB keyboard at booting time of Windows.
Did it only happen with my PC or is it by default.
There are some Motherboard manufacturers that even the USB keyboard works on start-up.

In my case to use the USB keyboard during start-up so that I can go to the BIOS setup.
I created a VMware under t my windows XP operating system, and I installed windows XP on it.
During boot-up on the virtual machine I can use my keyboard to enter the BIOS setup.
The reason why your keyboard is not working is your USB driver for your keyboard was not yet run or initialized.
In order your keyboard to work the driver must be initialized first so that inputs from your keyboard may decode.
