If you are on windows machine, all the download are located within the Downloads folder if you did not change the configuration, for Google chrome and IE.
For Linux OS it depends on the browser you use, for example Google chrome puts all download, including unfinished ones, in the Downloads folder, whereas, Firefox start by put the download in the /tmp folder.
The best way to continue the download from the stop point is to use a download manager, Jdownloader is a good option for this.
Notice that this feature will work only with the Download servers that support it, for example filesonic.com

There are different kind of software and web browser that do that kind of technology. It is pretty easy to use but in some case there is nothing you can do but to start over again.
