If you want a device just for browsing the internet and occasional document oriented actions, then i would recommend a low budget tablet that will do the right job for you. Buying a laptop with those specifications is not profitable, but finding a cheap tablet with higher specs than that, then yes, i recommend a tablet made by Microsoft that uses the Windows 8.1 operating system.
