According to Microsoft, the Microsoft Office Picture Manager or simply Picture Manager is no longer supported in Microsoft Office 2013 and newer. If you still want to use Picture Manager, there is still a way by installing it as a standalone application using SharePoint Designer 2007. You need to custom install this application to install Picture Manager. First, download SharePoint Designer 2007.
On the “Choose the download you want” screen, just check only “SharePointDesigner.exe” and click “Next.” Once the file is downloaded, double-click the installer to start the installation. On the “Choose the installation you want” screen, select “Customize.” Expand “Microsoft Office SharePoint Designer” and select “Microsoft Office Picture Manager.” Click the dropdown arrow next to “Microsoft Office Picture Manager” and click “Run from my computer.”
Click “Install Now” to begin installing Microsoft Office Picture Manager. If you have Microsoft Office 2010, Microsoft Office 2007, or older, the Microsoft Office Picture Manager should still be included in the package.
