Where can I get a clearer sound of it?
Everything were just recorded.

If you have this problem you should set up your windows again.
Windows 7 is not so sweet able for professional working windows XP is more sweet able for working if you don't interested to windows set up i give you the link of windows 7 original startup tone..
I think windows set up is best way for this solution.

Windows start up sounds are most definitely in WAV format by default and they could be found in the C:WindowsMedia folder in your Windows operating system hard drive.
There are websites across the internet that provides sound loops in various formats (e.g. MP3, WMA, OGG).
One such site is this: FreeLoops.com
However, if you still require the Windows 7 start up sounds specifically, you could always convert the existing WAV files already in your C:WindowsMedia folder using audio file converter utilities. Some are free for clips below 3 minutes, which should be more than sufficient for your start up sounds which are usually no more than 8 seconds each.
