Solution No.1:

Rottenly it due to hardware failure (bad hard disk, memory or CPU for example). The system repair function will not work, that's only repair your software. Please the disk in the cd Rom and then go to the setting and set the booting options to the boot from cd. Exit the settings and than restart the system.

Solution No.2:

Disconnect the internet cable as precaution for virus.

Run in safe mode.

Follow the instruction from the web page, https://www.lifewire.com/how-to-perform-a-windows-xp-repair-install-2624915

Perform the repair function and when its copy the files and complete the installation of the window, If it hang again so click the off button and switch it off.

Switch on after the few sec, now complete the installation and scan the computer for viruses.

Hope this help you.

I would suggest that you start the system repair process, but before that try booting using safe mode. When the system fails to boot it might be because of the reasons such as critical drivers, software or registry problems, missing windows components, drivers installed which are not compatible with the operating system and so forth. System repair will identify the software problems that may have caused your computer not to boot and if possible fix them.

You should also run a disk utility on your hard drive to see if there may be a problem with it. Check the memory, sometimes things like dust entering your system or low level memory may result to system boot failure.

Hardware problems are not fixed but system repair. So in case it’s a hardware component causing problems, you may just have to replace it.

Hope this helps.
