Firstly, check if the account you are using is delegated to Exchange Organization Administrator roles.

If you are, and still facing such issues then note that before installing the Exchange Management tools, there are certain necessary prerequisites that need to be installed, to successfully run Exchange Management tools 2007, details of which are available in the Exchange 2007 System Requirements file present in your Manager/Tools.

You can also verify if machine on which you are installing the Exchange management tools, actually has both, a 64-bit processor as well as a 64-bit OS, and if yes, whether the 64-bit version of Exchange management tools has been installed.

Finally, you need to check if you have used the same media or download o download the 64-bit version of the management tools and installed Exchange 2007.

Last but not the least, you can try reinstalling either Exchange management tools or Microsoft Exchange 2007, or both to fix errors like incorrectly edited registry by chance.
While installing afresh, try Logging on to your server and running the Setup.exe file from downloads directory of Exchange 2007. This will solve the issue.
