If you’re new to this stuff, decoding a DVD means decrypting the entire DVD disc. When you need to decrypt something it only means that it is encrypted. Though normally in files that are encrypted, it will not allow you to open it and it needs to be decrypted first before it can be accessed and this usually requires password for the decryption.

In a DVD, being encrypted doesn’t mean that it will not allow you to play the video it contains. The purpose of encryption on a DVD is only to secure its content making sure that the video will remain on the disc and no user will be able to copy and place it on their hard drives.

But you are always free to access and play the video on the DVD there’s no restriction to that. This is done to DVDs because they implement a strong copyright restriction. Though in VCDs no encryption is being applied and you can freely copy the video to your computer but even if this is the case you are still bound to the copyright restrictions.
