We are keen to implement an xml forms for our educational use.

We are keen to know if there are any alternative for Microsoft  Infopath as it is too expensive for us to use.

You can use Microsoft Word with considering Content Controls. The information you enter in the Content Controls will be stored in a separate XML file within the .dox file which is a .zip file, as you can call it.

You can also use Adobe reader for this purpose. Users will fill the forms and submit them in PDF format. They can also submit it in XML format.

Another way is to providing a WPF UI which helps in data binding to XML. It will be the most easiest to serve your purpose.

Your problem is not a major problem because this is not for all xml users . But i can give you some information about your problem . You can also use Adobe xml , Orbeon form builder ,oXygen xml etc . If this software's coasting is not enough for you , please download free xnl software .
