What it takes to implement IVRS over VOIP? Are there free IVRS tools available and what type of exchange it takes to implement over routine VOIP /Local gateway (Tel Line/Mobile Number) ?

They use latest technology such as VoiceXL or SIP.
 
Voice application via SIP:
 
This provider creates a voice dialog and a SIP address to forward callers.
 
After finishing the dialog, it disconnect the call or send it to PBX. The dialog results will be posted via HTTP or SIP.
