What is the best software to edit a photo?

I am working on editing a photo and I need to crop the photo. I don't like using Paint because it doesn't save professionally, but I don't want to spend a bunch of money on photo editing software. Can I use something else that will provide good results, without needing to go out and buy? Thank you.

You can use Picasa and it is for free. You can do lots of editing stuffs like crop the image, photo collage, editing the brightness, etc. And it is for sure better than using paint. If you have a Gmail account you can even save your files online. Picasa is a great tool to solve your photo editing problems.
