To fix your issue correctly, you should give the model of your web cam.
But I will give you general instructions to fix such a situation for general types of web cams.
You may try to uninstall the cam driver by going to the cam Properties in this manner. Right click on My Computer, go to Device Manager, select your cam driver, and then choose Uninstall. After that, make the computer scan for devices from a small icon on the same display and your system will define the cam again which will resolve this issue.
It will be very helpful if you can download the official driver for your cam.
If that doesn't help, try to unplug your cam, restart your PC, and then plug it back.
