Using PHP instead of oracle forms. But by the way what is the best database to use when it comes to PHP and html programming language? Is it oracle or MySQL servers? Give me some advice regarding this matter for me to be more knowledgeable.

Using Oracle or MySQL it depends on your needs. If you are going to make an extremely large database, so of course you will use Oracle. But for large volume project it's better to use MySQL because it is easy to use and manage. Also it's open source and free.
