Check first if you are using a prepaid internet subscription or a postpaid internet subscription. These 2 internet subscriptions vary. The first one is a temporary internet subscription and lasts only until all your prepaid credits are consumed. The latter is a regular internet subscription where you get billed at the end of each month for a fixed amount and your ISP will also give you a mail server address and port number together with your username and password that you can use for your email needs.
These are the things that Microsoft Office Outlook require, the mail server, the port number, the username, and the password which you will not get on a prepaid service. Microsoft Office Outlook is useless if these requirements are missing.
