Hi,
The error page doesn’t seem to be helpful in any way whatsoever.
Diablo III Setup
Failed to run a required program (Agent). Wait one minute and try
again and if that doesn't work please restart your computer and try
again.
Please click the link below for more information or contact Customer
Support if the problem persists.
Error code: BLZPTS00007
I have tried a number of things to rectify the problem, renaming, changing privileges, changing firewall, deleting and redownloading, but nothing has been of any use. Do you know what is going on?

Error code BLZPTS00007 saying the agent program failed, it only means that the agent support program was unable to run.  Re-downloading the game can’t still fix it some of the basic solution is to solve the connection. Launch the internet explorer and make sure you are not working offline; if the online mode’s enable you can restart the installer.  Some user tries this method and this issue has something to do with this setting.

The problem is related to your Internet Explorer settings.
Try to open Internet Explorer as a browser and see if it works. If it doesn't then you should see if the Work Offline feature is ticked in the "File" tab.
It solved the problem to most the users.
