I am upgrading to Windows 8.1 and am wondering if its possible to transfer pre installed themes, drivers etc from the previous Windows version. Some software preinstalled on one version may not be available on the other version so can they be transferred?

You need to have Windows Easy Transfer. This windows provide you an easy and most reliable way to transfer files like themes, drivers and many more without manually transferring them into hard disk first.
First step is just click on Windows Explorer icon on on the bottom left corner of your screen.
Then, move your cursor to Getting Started to see a list of setup options.
Then, open Windows Easy Transfer by searching it in Search field.
Finally, you will discover that all of the files that you want to transfer are already transferred.
In order to view your transfer reports, simply type Easy Transfer Reports in Search field.
Click on Windows Easy Transfer Report.
