I saw some nice 2D game art drawings and background, and was interested with any tips on how to make vector graphic game art, in particular 2D art that can be used as background for some simple adventure games. I assume most are using Photoshop, but was wondering if there are other techniques that can be followed to develop even just a half decent game art.

Game Art Design is mostly the same as creating artworks. Try to read reference books on how to draw things like human shapes and clothing designs, as well as human emotions. Try to read books on how to draw other things like objects and monsters. Start from those, then make a draft on what you want to make. Go to some sites like pixiv to let others see your work and gather some feedback from them and use those to improve your design. Most of the time you will mix and match things so you can make more than 1 design.

You are right, Photoshop is the most famous software for creating Vector Art, I myself have used it for the same reason, but I think you want a software that is free and a bit more user friendly, so I did some research and found this software:

This software is gaining popularity very quickly, it is under development for more features, it is used by amateurs and professionals to create vector art, it has tutorial files which will help you along the way and it is free. I suggest you give it a try.
