In order for you to pass through the filtered proxy from the website that you are looking for, you also have to proxy yourself from it, there's an application from google play that is also downloadable and it is also free, it is called the ProxyDroid, it is an android application that lets you proxy your android phone, its prerequisite is to root your phone so that you can use your sockets and ports for proxying your android phone. To find this, go to play.google.com and search for ProxyDroid, remember its free.
