In my office there have some CC Camera which is used through a PC. We are able to view the CC camera by using internet Explorer 7. But in Internet Explorer 8 or letter we can't able to view the CC camera. It is not also support other browser which was tried by me. Is there any solution to Install older version IE than current version?
Since you categorized your question under Windows 7, I assume you are using Windows 7.
Based on this link form microsoft.com, you cannot uninstall Internet Explorer 8 because it is integrated with Windows 7.

removing IE8 will leave Windows 7 without any web browser unless you install a 3rd party web browser like Firefox or Opera.
If you still prefer Internet Explorer, your only chance to install IE 7 under Windows 7 is using a standalone version such as this:

If the above doesn't work for you then my other suggestion is to install Virtualbox, setup a virtual machine and install an older version of Windows on it (such as Windows XP). Windows XP has IE 6 by default but you can upgrade it to IE 7 via Windows Updates.
