At the moment the answer is yes. The games that will be offered by Telmex will only be available for Telmex Internet customers. The product is called Telmex Infinitum. They are currently the largest provider of high speed internet in Mexico with 8 million users nationwide. The games at the moment are not free though, they will be offered as an add on for subscribers for 99 pesos (approximately 8 dollars).

This is a push by Telmex and Carlos Slim to broaden their revenue streams. My opinion is that it will not be available in other countries for a long time, but I think it is inevitable for it to work its way into other ventures handled by Carlos Slim.
