This problem is possible cause with the Windows Event Log service. If this service of the operating system is corrupted in some way, the BESR service will not be able to start as it relies on the Event Log service.

Some cases have been known to be related to .NET.

Addition to this, ensure that there is adequate disk space when installing software. Free disk space is necessary.

Here's the solution for this problem.

1st, click Start>Programs>Symantec>Security Configuration Tool>

2nd, click on Add., click on the logged on user account and add it to the Security Configuration Tool.

To Restart the Backup Exec System Recovery Agent Service,

1st click Start > Run

2nd type in "services.msc" without the quotes <press enter>

3rd right click  on Symantec Backup Exec System Recovery service and select "Restart"
