I have a general difficulty with studio Compiler and source SDk while utilizing fileSteam for the game.

Can anyone help me to solve this problem?

Looks like your vstdlib.dll is either corrupted or blocked by the antivirus software you are using.
 
The first thing you should do is to check your antivirus properties and add the application folder to the exception list. I don't know which antivirus software you are using, but in most of the security software that list is placed in advanced properties.
 
After you are sure the folder containing the vstdlib.dll file will be skipped by your antivirus while scanning, try executing the application again.
 
If it is still not working you will have to reinstall the software before using it again.
