You did not mention on which operating system you are running the game.
If you are using windows vista or windows 7 you won’t get sound.
Try to run the game in windows xp in the admin mode.
Make sure that you have your head phones on.

I saw your problem and I would assume that you are using a new version of Windows (Vista, 7).

If you know someone who uses Windows XP or if you have Windows XP yourself, try to install the game there. If it works then the problem is the compatibility issue. Unfortunately, we can't help you with that but you can write about this to Microsoft and to the game developer and they might help you with your problem.

It seems that you are using Windows Vista or Windows 7 and the sounds won't work with these operating systems. If you use Windows XP PC, I think the sound will probably work. As of now, there is still no Way as to how to fix this issue on Vista/7.
To fix this issue, please try the following workarounds:
1. Download and install the latest DirectX End-User Runtime from the link below:
http://www.microsoft.com/en-us/download/details.aspx?id=35
2. Ensure that the volume control is not muted or the level is set to max.
3. Check on the game settings to see if the sound is turned on.
4. Check for the game update on the Prison Tycoon 3 website.
