Yes, Actel’s Soft Console, Flash Pro, Silicon Sculptor and Silicon Explorer all will work without a license. Other software tools from Actel like Libero IDE, Designer, Synplify AE, Synplify Pro AE and a host of others will need a license.  Generally, Actel offers a free Libero IDE Gold License(free for one year and renewable) which is locked to the computer the license is installed(meaning you can’t transfer the software or use it from another system). Many of their other  products also have a free evaluation license that you can use for a limited number of days after which you may extend (free for the last time) or purchase the tool.  To view licensing details of each product click on this link ->https://www.microsemi.com/products/fpga-soc/design-resources/design-software/libero-soc  To view other licensing faq click here ->http://www.actel.com/documents/installation_licensing_FAQ.pdf

Actually, the functionality of the software depends on its design and availability. Usually, even if a program is designed as a commercial product, meaning its usability and availability is mainly for profit, the application itself still offers a specific period for users to still be able to use and test it. This is what they call trial version. It is a fully functional program that will work for a limited period only and will seize functioning after the period has been exhausted. This kind of program is also termed as shareware.

But if the application doesn’t actually need a license to work and is open for public use, then this is referred to as freeware. Freeware software are distributed freely and its development is only survived by means of donation from different users. If you are using a trial version or a demo, you will only be able to use it again after its expiration if you decide on purchasing it or buying a license key for the program.
