Safer Artificial Intelligent High-Way, Can Re-Route to Avoid Traffic and Collisions

I have read about Digital highway. How does it control cars to avoid collision? How does it control cars to reroute it to avoid traffic? Do we need to install any kind of device in our cars to fully function with the tracks in highway? Will the cars be fully auto-control or do we still have the full control in this high-way system? How safe it is to take-off our hands from the wheel and gasoline pedals? Is there any specific law that permits or covers this changes traffic laws?
