All I wish to know is about issue certificate from ca. Does anyone have any idea on how to issue a local authority certificate from ca?
If yes, please reply.

Just follow these steps below, and you will successfully do that.
1) Start the Tool MMC
Click Start/Run/Entry MMC and then click ‘OK.’
2) Click on File >Add/Remove SnapIn…
3) Add the Certificate Authority
Then, select the ‘Certificates Authority’ in the left pane and click ‘Add’ to move to the right pane. Then Click ‘OK.’
4) Next, click Next
5) Issue the Certificate then
A. Expand the Node ‘Certification Authority’;
B. Then, expand ‘DBM-CA.’
C After that, Click ‘Pending Requests.’
B. In the right pane, right-click on Request ID > Issue.
Now you can easily Install the local certificate from HTTP://*.*.*.*/certsrv.
