Can you differentiate web programming from web development and web designing? What does web programmer, web designer and web developer do? Thanks.

Basically programming is art of telling something to the computer so web programming is a same aspect in which you write application regarding website.
 
Web development concerns with programing codes through which tells how the website runs and how operates its plugging components. Its basically deals with languages.
 
Web design is basically the thing which is actually sees and hows its outward appearance is. Its basically deals with its looks. Web Programmer and developer both write codes but there is main difference of their expertise.
 
Web developers are expert at finding ways around problems and plugging components together to fulfill a set of requirements where as web designer just have concern regarding its looks and appearance and how to it look more attractive he don't need too much expertise in languages.

Hi,

Web programmer: Web programming deals with the 'back-end' of a website i.e. the functionality and database. A Web programmer is somebody who writes scripts on a website.

Web developer: A web developer is a person who develops websites and possibly web applications. A web developer focuses on how a site works and how the customers get things done on it. Web developer deals with languages like PHP, net, asp, Java etc.

Web designer: A web designer is concerned with how a site looks and how the customers interact with it. Good web designers know how to put together the principles of design to create a site that looks great. Web designer deals with softwares like flash, html, Corel draw, photoshop etc.

That means,

Web Developer = Designer + Programmer
