Here may be Virus in you computer or spyware or some other malicious software. So use some good antivirus daily such as Lavasoft's Ad-Aware or Patrick M. Kolla's Spybot Search & Destroy and these tools are free of cost you can search it from internet and download it and install it in your computer.

If by upper method these tools don’t provide any problem and if your system's CPU spike is constant, the software at fault probably loads when Windows boots. Then goto start click at run and type msconfig after typing this press Enter and click the startup option, uncheck suspicious options one at a time, and reboot until the problem stops. Windows 2000 lacks this utility; for this OS, download Startup Control Panel, Mike Lin's free alternative.

If the processor overload occurs intermittently, note what you're doing each time the system slows down: the programs you're running, the Web sites you visited that day, and so on. This information may give you a clue.

Please see your system specifications. You can check them by going to START and then to RUN and type "adding" click ok and a new window will open with all of the parameters of your current hardware configurations. Check the RAM her are you running on a low ram then you can improve it to solve this problem.

Second thing is to check which program is taking most of your system resources to check it press ALT + CTRL + DEL from keyboard and under process tab now check your processes you will see a number of process. See one that is taking most of computer resources and  end this process but keep in mind that it must not should be the system process other wise your system can cause serious problem. Now when you have get the program then you can check is it a virus or some other kind of malware/ bug. So try to remove it from its home directory if it is not in use by some other process.

I hope this will solve your problem.
