If what you mean by installing ArcGIS products is that you are installing ArcGIS Explorer Desktop on your computer, I think I may already found the cause of the error. Since you are using Microsoft Windows XP Service Pack 2 on your machine, your Windows XP should be in 64-bit version to be able to install ArcGIS Explorer Desktop on your computer. If you are using the 32-bit version then you will really have a problem in the installation. To make your operating system work with ArcGIS Explorer Desktop, you need to upgrade it to Service Pack 3 to work. And this application also requires installing Microsoft .NET Framework 3.5 Service Pack 1. You should install this one first before proceeding on installing ArcGIS Explorer Desktop.

Here are the complete system specifications of the application. To install ArcGIS Explorer Desktop, your computer must be running on Windows Server 2003 Service Pack 2 32-bit or 64-bit, Windows Server 2008 32-bit or 64-bit, Windows Server 2008 R2, Windows XP Service Pack 2 64-bit, Windows XP Service Pack 3 32-bit, Windows Vista Service Pack 2 32-bit or 64-bit, or Windows 7 32-bit or 64-bit. This application also requires Microsoft .NET Framework 3.5 Service Pack 1. Download the latest version of ArcGIS Explorer Desktop at https://community.esri.com/community/gis/applications/arcgis-explorer-desktop/blog/2017/12/12/arcgis-explorer-desktop-retired-1012017.
