I have a problem applying a policy to a particular user in the Windows 2003 server. I can easily formulate it but it is the linking part that I am having trouble doing it. I admit that I am new to Windows 2003 server and that I need to learn more. Can someone please help because I have been to several sites and my efforts to find the particular subject even in Google haven’t yielded anything?

Here's the Step to Applying the Policy in Windows 2003
One of the options is:
1) open Active Directory Users and Computer
2) right click on you domain name
3) select New -> Organizational Unit
4) name your unit as eg."my_users1"
5) Right click on "my_users1" and select Properties
6) Under Group Policy tab create new GPO and this will be applied only to users in "my_users1" folder.
Good luck!

In case you are trying to apply user configuration policy, you need to put the user in an organizational unit and link that policy to the organizational unit.

If you are setting up a computer configuration policy, then you have to put the computer in the organizational unit and then link the policy you created to the organization unit.

You can create new organizational unit by going to Action > New > Organizational Unit

In case you are following the procedure and still you aren't able to gain the required result, then there might be some error in DNS setup. check out the connectivity and if there is an error there, resolve it.
