I have installed Viber VoIP application in my android phone. I would like to know the person i call or send message using VoIP should have Viber installed on there Android Phones and must be connected to the internet at the same time?

Well it depends whether you want to go for that free calling or the paid one.
Incase if you want to make a paid-call then it is not necessary for the receiver to have Viber installed in his cellphone. Similarly in this case it is not necessary for the person to be online on Viber at the same time. But of course this type of call would cost you depending upon the calling rate.
Incase if you want to make those free calls, the receiver is supposed to have Viber installed in his cellphone and also be online on Viber at that instant.
