This is the problem of PDF version and security features of PDF program, not Windows 7 operating system. PDF data files can make confidence features made to keep a variety of additional functions, such as starting, printing, transferring and using the small editing tools which some PDF viewing applications provide. Hi,

Upon reviewing your concern, it seems that the programs that you are using is basic that's why you can't open the said file. I highly recommend that kindly download Adobe reader and install it into your computer.

In order for you to download the Adobe Reader:

1. Kindly type this link on to your browser's address bar: http://get.adobe.com/reader/otherversions/

2. Then, kindly click the "Download" button.

3. Next, it will be automatically downloaded to your computer.

4. Kindly click the "Run" button, and it will prompt a setup window.

5. After extracting the file, the window will turn to black, and it will ask you to Continue, click the Continue button.

6. Click the "Install" button.

7. Your installation will now begin, and after the installation, just click the "Finish" button and then restart your computer.

8. After restarting your computer, kindly open the PDF file that you want to open.

Hope this might help you.
