In pay pal there is no other way than credit card to get verified, they only accept credit card to get verified. Until or unless you don’t have credit card you can’t make verification, without verification you can receive payment and send too, but there will be some charges.

Try using money booker that doesn’t ask for credit card and you can start using that as early as you want. Similarly, you can also you pioneer website but there charges are more than PayPal and money broker. But pioneer one offers you a card that you can use in any ATM, to withdraw money.

The only use of a card such as credit card and debit card, aside from being mode of payment, is for verification or getting your PayPal account verified. When your PayPal account is verified, it lifts the limit for withdrawal transaction.

That means you don’t have a limit on the amount of money you can withdraw from PayPal. If your account is not verified, you have a ceiling on the amount of money you can withdraw from PayPal. To get registered or sign up for an account, go to PayPal and then click “Sign Up Now”. On the next screen, select an account type.

The one on the left is the personal account. You can select it if you only want to use PayPal for online shopping or buy stuffs online. The one on the right is the premier or merchant account which is best if you want to sell something online or maybe receive payment for services you rendered.
