Most of the Android phones have useful features like free App download from Google Play like Mr. A number that blocks a certain number and stuff like that. Now, Japan announced that they have invented a new Smartphone that detects radiation which is Pantone 5, How does it works then?

I think it's a new trend in the market to make a Smartphone with unusual abilities and features like this the Pantone 5 phones with the radiation level detection feature but here is what you need to understand the feature you are talking about isn't an android feature rather it is a hardware feature.
You seem to detect radiation level in any place you need to have a circuit for radiation detection. Now what SoftBank company did in this phone is that it was able make that circuit small enough to fit in their new phone. So it is not actually a software (android) feature but a hardware one.
