I noticed that when I opened my Gmail account through a web browser in my iPad and at the same time open my email through
MS Outlook 2007, I encountered the message error in outlook that says "Outlook cannot synchronize subscribe folder".
Is the opened Gmail via the browser caused the error?

You describe that you opened a Gmail account successfully but got an error while trying to open an email through Ms Outlook 2007?
The main cause of the error message is that the Sync issues folder is not copied into the server.
It may also be that you cannot view the folder from any other computer. There may also be a server error.
You can do the following;
From mail folders pane, right-click on your account.
Select IMAP folder menu.
Click on Subscribed tab.
Hit the Query button and select all of the folders except Inbox, junk emails and sent messages.
Click on Unsubscribe then Ok.
Restart your outlook program and it should work fine.
