I read where O2, the UK's second largest mobile network, will introduce a new data roaming plan this summer aimed at the travel market.  The plan allows travelers and vacationers to use the smartphone's internet while traveling about in Europe.  I'm wondering if new offers are in the works from other mobile network carriers?

Yes for sure there will be some new offer coming from major British network because of the july deadline on which the European union votes to impose mobile roaming cap price.Because for Europeans going on a vacation while using their smartphone can be an expensive time.As of now networks are allowed to charge what they like for calls, text and data when roaming from other country.

They offer packages but still it is expensive. So effective this coming july the new rates caps imposed in European Countries of 24p a minute for calls and 58p per MB of data it is still expensive but the mobile user will have choices now on which networks they will use that offer the cheapest and affordable rates for their mobile phones.

While O2 offers 1.99 euro daily fee for 25MB each day and they offers 50p per call to their subscriber on which this voice calls are becoming cheaper compared to other networks.
