These network are called hotspot or a free Wi-Fi access provided by business establishment such as StarBucks, Library, Schools, Train Stations, Malls and other business that offer this type of products.

Internet hotspots are often used for the ISP's Internet subscriber. They would need to have the log-in information of there account such as email address and password of the encryption key for Wi-Fi.

Whever they are not at home, bring there laptop with them and want Internet access, some ISP has this called hotspot. Hotspot broadcast Wi-fi signal to the specific location to let there subscriber enjoy the Internet access at limited time.

They need to have a computer that has wireless card installed for them to enjoy wireless connection. This hotspot is located mostly in a certain areas, in metropolitan, train stations, malls, parks and areas people widely visits.

They need to do the following for them to connect to the Internet.

Go to Start, Control Panel
Select Network and Internet
Then go to Network and Sharing Center
Choose Change Adapter Settings in the left
Right click on Wireless network connection
Left click Connect/Disconnect
Choose the wireless network connection/SSID or hotspot
Enter your network key or log-in credentials needed for wireless
Click on connect button
This should let you connect to the Internet using hotspot or free Wi-Fi access that often found in public places.
