Based on what I understand about your problem, these are the tips I can give you assuming that the USB Device in question is a USB Flash Drive.

– Can you access the files inside the USB? If not then the problem could be with the storage device. It might have been damage for some reason so format could be impossible.
– If you want to format the flash drive, you can do so by going to 'My Computer' and look for the Flash Drive's drive letter, right click then 'Format'. (Windows) or just right click on the Flash Drive then click 'Format Device'. (Mac)
